I work entirely on commission but my employer only matches 401(k) contributions from salary-earners. Is this legal?
It is up to employers to decide how they will match employee contributions, if they do at all. Each 401(k) plan is different, and the rules are explained in what is called the Summary Plan Description.

You can get a copy of your plan's Summary Plan Description from your HR or Benefits representative. In this document there should be a definition of "compensation" which describes the types of pay that the employer will match. The most common types are salary and overtime, but the definition could also include commissions.

You should raise any questions relating to your plan with the HR or Benefits representative at your company.
